Really it's up to you and your house rules. You pay the bills he lives there for free, your rules until he's an adult and can make his own rules and pay his way.
I have three teenagers and they go to bed between 9:30 and 10 because we are up by 6:30 and starting our day by 7:30, out the door. If they are hard to wake up I push it back to 9:00. If they stick with the program then it's cool. Good luck
